1.1 Teacher candidates should identify and be able to explain the overall MTSS-I framework, what the tiers mean, and how many and what types of students are generally served in each area across instructional domains (e.g., behavior, academics). 

1.2 They should understand that all students in the district can participate in all levels of MTSS I (including students with disabilities and ENL. students)

1.3 Additionally, teacher candidates should understand and be able to explain the overall process of MTSS-I (screening, intervention, inclusion of CLRE) and who is involved, including parents and give an example of how MTSS-I is implemented and the need for the system.

1.1 Leader candidates should understand and be able to explain the overall MTSS-I framework, what the tiers mean, and how many and what types of students are generally served in each area across instructional domains (e.g., behavior, academics). 

1.2 They should understand that all students in the district can participate in all levels of MTSS I (including students with disabilities and ENL students).  

1.3 Leader candidates should also be able to verbalize how an MTSS-I framework helps create a system for meeting students’ needs in a school. 

1.4 Additionally, leader candidates should understand and be able to explain the overall process of MTSS-I (screening, intervention, inclusion of CLRE) and who is involved, including parents and give an example of how MTSS-I is implemented and the need for the system.

Examples of how to include in programs/coursework:

  • SUNY New Paltz: reading, lecture 
  • CUNY Queens: reading, lecture, project
  • Ulster BOCES: County wide Tier 1-3 three year MTSS initiative for Academic & Behavior 
  • Buffalo State: Literacy Block w/ focus on Gen and Special Ed roles (Literacy Plan); Intro to Disabilities course (EXE 100) includes lectures and modules covering 1.1, 1.2, and includes site visits to schools to observe Tier 2 intervention sessions to identify components of high quality Tier 2 instruction/intervention.
