  • Kaylan Connally

    Kaylan Connally serves as Senior Program Associate at the Council of Chief State School Officers (CCSSO) where she supports states’ efforts to strengthen educator preparation programs along with outcomes for students with disabilities and English learners. Prior to joining CCSSO, she held positions at New America and DC Public Schools where she worked on teacher and leader workforce policy. She holds an Ed.M. in education policy and management from the Harvard Graduate School of Education.

  • Saroja Warner

    Saroja R. Warner, Ph.D is currently the director of Educator Preparation Initiatives at the Council of Chief State School Officers (CCSSO) where she directs educator preparation initiatives that support state authorities as they implement policies and practices consistent with the CCSSO Task Force recommendations to transform educator preparation within an overall system of instructional improvement, ensuring educators enter the workforce ready to advance student learning and lead schools that support student achievement.

    Prior to joining CCSSO, Dr. Warner was the Branch Chief for Educator Preparation Program and Assessment at the Maryland State Department of Education where she directed state and federal oversight and regulatory responsibilities for professional educator preparation including the approval of Continuing Professional Development courses used by Local School Systems, policy development and implementation in Maryland’s PK-20 teacher and principal preparation community, implementation of alternative professional educator preparation programs, and technical assistance to Institutions of Higher Education regarding National and State evaluation site visits.

The Council of Chief State School Officers is a nonpartisan, nationwide, nonprofit organization of public officials who head departments of elementary and secondary education in the states, the District of Columbia, the Department of Defense Education Activity, and five U.S. extra-state jurisdictions. CCSSO provides leadership, advocacy, and technical assistance on major educational issues. The Council seeks member consensus on major educational issues and expresses their views to civic and professional organizations, federal agencies, Congress, and the public.
