The mission of the National Center to Improve the Recruitment and Retention of Qualified Personnel for Children with Disabilities (also known as the Personnel Improvement Center or PIC) is to identify, disseminate and assist state agencies in implementing evidence-based practices to meet the need for well qualified special education, early intervention (EI) and related services personnel.
